First of all... loose the smoke, compare the fuel filters and when they're the same; disconnect the battery.
Then you remove the rigid fuel line coming from the tank, and the rubber fuel line going to the fuel rail on the engine, be aware that some gas will spill, so put a cloth under it to take a few drips of the stuff.
Then, the filter is being held by a simple bolt-type clamp, wich is the bracket on the firewall.
Loosen the bolt (behind the filter) a bit, slide the fuel filter upwards until it pops out, replace it with the new one, re-tighten the bolt, re-install the fuel lines, re-connect the battery and turn the key so it has contact, do this a few times so you get some fuel pressure back, and start the car, check for leaks!
BTW, sometimes it'll take a while before the car starts, don't panic, just try a while, let the fuel pump get the oxygen out of the filter and fuel lines and replace it with fuel.
EDIT:
As for the mpg; it doesn't only depend on the weight of your feet, but also on maintenance of the car.
If it hasn't been done in a while, it is wise to replace the following parts;
- spark plugs
- spark plug cables
- distributor cap and rotor
- oil
- oil filter
Also do/have the following things done;
- clean the injectors and replace the small filters
- check the play between valves and rockers
- clean your throttle body (take it off and clean the hell out of it
)
And while you're at it, replace the brake/clutch/tranny/power steering fluids and belts, and when you're really on a role, replace the t-belt/water pump/oil pump/spanner etc.
