I can't get my 92 Honda Civic started... At first I thought it was because of the battery and I took it to Autozone to check on the battery, but the battery is still good... So I don't know what is wrong with it... There is no check engine lights... So I don't know what is going on with the car, I check all the fuses and there isn't any that is blown...

Starter doesn't make any noise... and when you put in the key to start the car there is no clicks... but the alarm just chirp... it doesn't chirp loud but it chirp like the battery is dying... I couldn't even turn on the head lights...

Bad ground, or clean your battery connectors with sandpaper or a terminal cleaner.

We cannot turn on the ignition, and the fuel pump is not priming too...

The previous owner did an engine swap... So when we got the car the v-tec isn't kicking and had to rewired the whole v-tec harness... Also the deck cd player isn't working also because the previous owner burned the harness... So we had to wired the deck from the battery in order to have the deck to work...

Its a Possibility. I had similar issues in the past like this.
I would check the grounds on your battery as the people said before.
When you replaced your burnt wiring did your car start after that? if not then there might be your problem.
