Grounding a vehicle when painting?

I watched someone paint a vehicle before in their own both. They did something with a wire going to a metal area on the frame, going to the outlet in the wall. They said it was to ground the vehicle, making it less of a magnet for dust. I remember it only going into the lower hole that a 3 prong plug would use, the round hole- not the rectangle ones.

Does anyone know anything about this method? I'd want to be sure I have this 100% correct before I mess with electricity...

It would ground the car.. I guess it could work.. I don't know if it would make much of a differnece.. just clean the both really well prior to paint
