new wheels

Looking to get some 15 or 16" as roads around here suck and wanted a thicker tire. The wheels I had would rub even after I rolled the fenders. I believe they had a 40 offset. Originally thought of getting some more drag wheels DR-23 black w/ red stripe

or other wheels with the same color scheme, but then started thinking of bronze wheels. Not sure what would look good and what offset. I am also confused on that part as well. is it the higher the offset the more the wheel sticks out or tucks in?
