So i jumped 1,7 and 5,7 on main relay fuel pump primes, i changed oem main relay checked fuse 24 and 31 they are both good. I used a dmm to measure voltage on fuse 24 with key on and didnt get any reading . 92 civic gsr swap

Did you test a different ecu ?

^ what he said. Sounds like you aren't getting the ECU signal to the main relay.
