Your best bet to get rid of the rubbing is to get smaller rims. 14s or 15s.

Why would you down size the rim? No matter what size rim you use you accomidate the tire size for the same overall diameter. Basically the diameter of 14, 15, or 16 inch wheels will be the same w/ the proper tire size so why suggest smaller wheels?
